got a -08 hose and need a 90 elbow that’ll swivel into an ORFS port, is this the right fitting?

For a -08 hose, this is a 90 degree steel crimp fitting with a female O-Ring Face Seal swivel on one end, threaded 11/16-16. The other end is the hose side for -08, so it matches what you described.

skid steer takes a lot of sudden pressure spikes. is this the right fitting for high shock systems

For setups with heavy pressure spikes or shock hazards, you need to use an H277 or H435 fitting instead. The one you are looking at is made strictly for general purpose low and medium pressure hydraulics.

Will this fitting work with a standard -08 hose I've got laying around?

It's designed for use with -08 hoses, specifically the H277 or H435 types.

fitting says it works with H277 or H435 hose -- does that mean it won't crimp onto other hose types?

For this particular fitting, H277 and H435 are the specified compatible hoses. H435 is called out specifically for situations where shock hazards are a concern. Running it on hose outside those two designations isn't supported by the spec, so sticking to those hose types is the right call for a reliable crimp.
