torque spec on this fitting -- is 55 to 70 lb/ft the final assembly number or just a starting point?

That range, 55 to 70 lb/ft, is the rated torque for achieving a proper seal and holding strength on this fitting. It's not a break-in spec or a starting point. Hit somewhere in that window and you're good. Going above it won't buy you anything and risks damaging the swivel or the seating surface on the DIN 24-degree flare.

got a -08 hose and need a 45 elbow with a metric female swivel, is this the one with M22 x 1.5 threads?
