trying to hook this up to a -08 hose, is that what this fitting is made for?

For hose fitment, it’s set up specifically for a -08 hose size, and it’s a Global TTC crimp style fitting for 1 and 2 wire braid steel hose.

Does this fitting work without needing a mandrel during assembly, or do I have to track down special tooling for it?

No mandrel is required for assembly, which keeps things pretty straightforward on the shop floor. Thread sealant isn't needed either, so you're not hunting down extra materials before you can get it installed. The swivel end is M24 x 1.5 with a 24-degree DIN 3902 flare, and it's sized for -08 hose with a 16mm tube outer diameter. The 45-degree elbow gives you some routing flexibility when space is tight, and the drop dimension comes in at 0.9400 for close-quarters fitment.
