trying to swap a fitting on a hose, is this the elbow that goes from 3/4-14 male NPT over to 3/4-16 male JIC flare

It is a 90 degree steel adapter with a 3/4-14 male NPTF on one end and a 3/4-16 male SAE 37 degree (JIC) flare on the other, and both ends are male.

got a hydraulic line coming off a pump that needs to change direction before it hits the JIC fitting on my manifold, does this adapter handle that 90 degree turn between NPT and JIC in one piece?

Yes, and that's exactly the job it was built for. The 3/4-14 male NPT end threads into your NPT port, and the 3/4-16 male JIC 37 degree flare end connects to the mating JIC female fitting, all at a 90 degree angle between them. One adapter, one turn, no extra union or street elbow needed in the middle.

This Eaton Aeroquip adapter will do the trick. It’s a 90-degree elbow that goes from a 3/4-14 male NPT to a 3/4-16 male JIC 37-degree flare.
