got a fitting on a hydraulic line that's got a 3/8 NPTF port on one end and needs to connect to a JIC flare line, this the right piece for that?

Yeah, that's exactly what this adapter is built for. One end is a 3/8-18 male NPTF, the other is a 9/16-18 male JIC SAE 37-degree flare. So if your port is female NPTF and your hose end is female JIC, this bridges those two thread types in a straight configuration with no elbow or offset involved.
