trying to swap out a 90 elbow on a -04 hose, is this one the G 1/4 female BSP swivel style?

It’s a 90 degree elbow crimp fitting with a G 1/4 female BSP (British) swivel end and it’s sized for -04 hose.

fitting says G 1/4 female BSP swivel, does that mean i dont need any thread sealant to get a good seal on it?

Correct. The G 1/4 BSP thread on this fitting is built to seal without thread sealant or a mandrel. That's one of the practical advantages of this thread type in hydraulic applications, fewer steps during assembly and one less thing to mess up or leave out.
