Trying to swap out a fitting on a -04 hose, is this one the G 1/4 female BSP swivel in a 45 elbow?

You are looking at a TTC steel crimp fitting with a G 1/4 female BSPP swivel on one end, made for -04 hose size, and it is a 45 degree elbow. The other end is the hose line or tube side for the crimp connection.

fitting says it works with H277 and H435 hose, does that cover situations where you might get pressure spikes or surge conditions on the line?

Both H277 and H435 are the recommended hose types specifically for use where shock hazards are a concern, so yes, those pairings are set up with that kind of operating condition in mind. The fitting itself is rated for general purpose low and medium pressure hydraulics, so as long as you're pairing it with one of those two hose types and staying within that pressure range, you're in good shape for lines that see intermittent surges.
