trying to replace a 90 elbow on my line, are both ends on this one 1-1/16-12 JIC 37 flare and one side a swivel female?

It is a 90 degree elbow that goes from a 1-1/16-12 female JIC 37 degree flare swivel to a 1-1/16-12 male JIC 37 degree flare. Both ends are SAE 37 flare, and the end genders are female on one side and male on the other.

Got a tight spot on my hydraulic line where I need to change direction, does this fitting actually swivel, or is it fixed once you torque it down?

The swivel feature is on the female JIC end, so before final assembly you can rotate it freely to line everything up the way you need. Once the connection is made and tightened, it locks in place. That 90 degree angle handles the direction change, and the swivel just makes getting there a whole lot easier when you're working in a cramped area.
