got a -08 hose and need a straight female JIC end, is this the one with the 1-1/16-12 swivel thread?

You are looking at a straight steel crimp fitting for -08 hose with a female JIC 37 degree flare swivel end. The thread on the JIC side is 1-1/16-12.

fitting says no mandrel needed, is that right, or do i need special tooling to crimp this onto -08 hose?

No mandrel is required for this fitting, which keeps the installation process pretty straightforward. You just need a compatible crimper set up for the -08 hose size. That's one of the practical advantages of the TTC design, less tooling to track down before you get the job done.
