got a D03 stack setup already. is this one the pressure reducing style that drops pressure in P, and it’s piloted from P too?

Function-wise, it is a pressure reducing valve set up for pressure reduced in P and piloted from P, in an NFPA-D03 SystemStak format.

It's rated for a maximum operating pressure of 4500 PSI.

got a stack valve manifold already, does this one fit the NFPA D03 setup or is it some oddball pattern?

It is an NFPA-D03 size SystemStak valve with the standard interface, so it is meant to stack in a D03 arrangement and help cut down on extra hydraulic connections and leak points.
