got a 1-1/16-12 male JIC port on a valve, is this the right plug for it?

For a 1-1/16-12 male JIC SAE 37 degree flare connection, this plug matches that thread size and type and it is built to the SAE J514 thread specification.

got a line running at 5,000 psi and need to cap off a 1-1/16-12 JIC port, this plug rated for that kind of pressure?

Right at the limit, but yes, 5,000 psi is the maximum dynamic pressure rating on this plug, so a line running exactly at that level is within spec. The 1-1/16-12 male JIC thread with the SAE 37-degree flare seats securely into a matching female JIC port and holds without leaking under load. Just make sure your port is a standard SAE J514 female JIC and you're good to go.
