trying to cap off a 3/8 tube JIC line, is this the right nut size?

For a 3/8 tube OD JIC connection, this cap nut matches that size and uses a 9/16-18 female JIC SAE 37 degree flare thread per SAE J514.

Got a 3/8 tube line I need to cap off on a hydraulic system running around 5,500 PSI. This the right part for that?

At 6,000 PSI maximum dynamic pressure, that cap nut has enough headroom for what you're running. The thread size is 9/16-18 and it's built for 3/8 OD tube connections, so as long as that matches your line, you're in good shape. It uses a female JIC SAE 37-degree flare thread, so your mating fitting needs to match that flare angle.
