trying to hook a 9/16-18 JIC hose end into a 1/4-18 NPTF port. is that what this adapter does?

Function-wise it bridges those two thread types in a straight adapter: one side is a male JIC SAE 37 degree flare in 9/16-18 (SAE J514), and the other side is a male NPTF in 1/4-18 (SAE J476).

That's right. The B1 end is a 9/16-18 Male JIC with a 37-degree flare, built to SAE J514 spec. The B2 end is a 1/4-18 Male NPTF, conforming to SAE J476. So you've got a straight adapter that steps between those two thread types with no bends or offsets in the body.
