got a panel mount situation on a hydraulic line and need to go from NPT pipe thread over to JIC flare, this part do that?

That's exactly what it's built for. One end is 3/8-18 male NPT and the other is 9/16-18 male JIC 37 degree flare, so it bridges those two thread types in a single fitting. The bulkhead design means it's meant to pass through a panel or partition and lock in place, which keeps the connection anchored rather than floating in line. The lock nut is included for that purpose. Steel construction holds up well in high-pressure hydraulic service.
