does this plug fit Kobelco equipment or just Komatsu machines?

Both, actually. The 9231-18 is rated for use with Komatsu and Kobelco machinery, so if you're running either brand on your jobsite, this adapter is built to mate up correctly. The M18 x 1.5 thread spec is what ties it to those two lines.

It's made to fit both Komatsu and Kobelco machinery that uses an M18 x 1.5 male Komatsu plug.
