Part number on my old bushing is C1DT98, that the same thing as this one?

C1DT98 is a listed alternate part number for this bushing, so you're looking at the same part. The SKU on this one is ZF-1909, and both numbers cross to the Permco 3700 Shaft Bushing. Should be a straight swap.

got a shaft that’s starting to get a little sloppy in the housing, is this bushing basically what tightens that up?
