Part number W22-40, that the one I need for a fixed mount setup, or is there a rotating version I oughta be looking at instead?

Fixed applications are exactly what the W22-40 is built for. It does not include any ratcheting capability, so if your setup requires any rotation or repositioning once mounted, this would not be the right fit. For a static, non-moving installation though, it should slot right into place.

got a unit in the shop stamped W22-40, is this the same anchor flange or am i chasing the wrong part

Match-up is straightforward here. The Anchor Fluid Power anchor flange with supplier part number W22-40 is the same item, and it also crosses to alternate part number C1MC86.
