got a cylinder gland that measures 2.5 on the rod and 3.0 on the bore side, is this packing set the right size?

How many vee rings do I need if I'm running this thing up around 4,000 PSI?

At 4,000 PSI you'd want to go with five vees. The set handles up to 3,000 PSI with four vees, steps up to 5,000 PSI with five vees, and if you're pushing all the way to 10,000 PSI you'd need six vees. Just make sure you're ordering the right quantity for your pressure range so you're not leaving performance on the table.
