Can this handle a fluid viscosity outside the 12 cSt to 75 cSt range?

The valve can function with fluid viscosities outside that optimal range, but performance is best between 12 cSt and 75 cSt. It'll still work between 10 cSt and 400 cSt, but keep in mind that the technical data was gathered using a 16 cSt fluid with a 19/16 contamination level (ISO 4406).
