rebuilding a permco 5000 series pump right now and need to know if this gear and shaft is a genuine oem part or just a aftermarket knockoff

Genuine Permco component, not an aftermarket substitute. It's built to the same dimensional tolerances as what came out of the original unit, so you're not rolling the dice on fit or clearances when you put it back together.
