got 3/8 tubing on a little hydraulic setup. is the 9.5 mm clamp the right one for that

For 9.5 mm size, this clamp is matched to tubing up to 0.375 inch outside diameter, which is the common 3/8 inch tubing size.

How far apart should these be spaced on half-inch tubing?

For tubing that's a half-inch in diameter, you'll want to space these clamps about 3 feet apart to get good support.

trying to figure out if this'll hold 3/8 inch tubing or if i need something bigger. what size does this actually clamp?

For 3/8 inch tubing, this is the right one. The 9.5 mm size corresponds to a 0.375 inch tube diameter, so it's a direct fit. Just keep in mind the body I.D. is profiled, which gives you that snug, secure fit on rigid tubing. If you ever need to clamp hose instead of hard tubing, you'd want to look at the smooth body I.D. version of this clamp rather than this one.
