Does this fitting work without a mandrel, or do I need special tooling to crimp it down proper?

No mandrel is needed for assembly with this fitting. That makes the crimping process more straightforward and cuts down on the extra tooling you'd otherwise have to track down. It's built for -08 hose and pairs with Eaton Aeroquip H277 or H435 hose for best results.

trying to swap out a 90 degree end on my line, is this one set up for -08 hose with a male STC snap-to-connect?

It’s a 90 degree elbow crimp fitting made for -08 hose size and it uses a male STC (Snap To Connect) end. The STC end on this part is called out as 0.5 male push-to-connect, so it’s meant for setups using that snap style connection.
