It is a straight female O-Ring Face Seal swivel with 1-11/16-12 threads, and it is made to crimp onto a -16 hose.

fitting says it works with -16 hose, but does it need any kind of mandrel or special tool to get it crimped on right?

No mandrel is required for installation with this fitting. That simplifies things quite a bit compared to some other crimp fittings that need extra tooling to seat properly. It's part of the Aeroquip TTC Steel Crimp series from Danfoss Power Solutions, and the design is specifically set up to skip that step without sacrificing the connection integrity.
