fitting says M14 x 1.5 female Komatsu swivel -- does that mean it'll work without any thread sealant or tape on the connection?

Correct, no thread sealant is needed with this fitting. The Komatsu swivel end is engineered to seal without it, and a mandrel isn't required for installation either. Torque it to between 19 and 23 lb/ft and you're good to go.

trying to swap out a komatsu hose end, is this the straight female swivel with M14 x 1.5 threads for a -04 hose?

It's made to fit M14 x 1.5 female Komatsu swivel ports specifically. So, yeah, it's gotta be that Komatsu standard.
