trying to replace a 45 degree elbow on a -04 hose, is this one the 9/16-18 female JIC swivel?

It matches a -04 hose end with a 9/16-18 female JIC 37 degree flare swivel, built as a 45 degree elbow. That combination is what you want if your existing end is a female JIC flare swivel in that thread size.

fitting says it works on 1 and 2 wire braid hose, does that mean i can use it on my existing -04 hose without swapping anything out, or do i need a mandrel for the crimp?

No mandrel is needed with this fitting, which makes the crimp process a good bit simpler. It's built for -04 hose and rated for 1 and 2 wire braid construction, so as long as your existing hose falls into one of those categories at the -04 size, you're in good shape for a straight crimp without extra tooling.
