torque spec on this fitting, is 81-96 lb/ft the final tightened value or just a starting range?

That range is the full target torque for final installation. 81 to 96 lb/ft covers the acceptable window, so anywhere in there is good. No mandrel or thread sealant needed either, which keeps the install pretty straightforward.

got a -10 hose and need a straight metric male, is this the one with M26 x 1.5 and that 24 degree flare?
