Will this fitting hold up in a system that sees some pressure spikes now and then?

This fitting is designed for general-purpose low and medium-pressure hydraulic applications. It’s best to use H277 or H435 hoses with it in systems where shock hazards are present.

fitting says it don't need thread sealant, that right? just want to make sure before we put it together wrong

Correct, no thread sealant is needed on this one. The M22 x 1.5 threads paired with the DIN 3902 24-degree flare light-duty swivel create the seal mechanically at the flare face, so adding sealant would actually be unnecessary and could interfere with the connection. Torque it down to between 55 and 70 lb/ft and you're good to go.

trying to match up an old elbow fitting, is this one the M22 x 1.5 female DKO swivel for a -08 hose?

It’s a 90 degree crimp elbow with an M22 x 1.5 female German DIN 3902 24 degree flare light duty swivel end, and it’s built for -08 hose size. It also calls out a 15 mm tube outer diameter on the DKO side.
