trying to replace a bent flange elbow, is this one a 45° code 61 split flange for -12 hose?

For a replacement match, it’s a 45 degree elbow crimp fitting for -12 hose with an SAE Code 61 split flange. The flange head diameter is 1.50 inches, and the flanged end is a 0.75 inch female.

does this fitting work without needing a mandrel during install? asking cause we've had issues with fittings that required extra tooling and it slowed the whole job down

No mandrel is needed for this one. It's a steel crimp fitting from the Aeroquip TTC lineup, and the install doesn't call for mandrel use or thread sealant either, so you're not dealing with extra prep steps or consumables. That tends to make the crimping process a fair bit more straightforward on the shop floor.
