What size pipe will these fit? I have some old 1/8 npt threads that need plugs.

these plug in from the outside of the fitting or do they go inside the bore?

Tapered pipe plugs like this one seat inside the opening of the pipe or port. The taper on the plug matches the NPT thread angle, so as you thread it in, it wedges tight against the fitting walls. On a 1/8 NPT port, that's a pretty small opening, so fitting it by hand first and then snugging it down is the easiest approach.

This tapered plug is designed to fit a 1/8 NPT (National Pipe Taper) thread size.
