does the 3/8 OD on this tube refer to the outside diameter, or is that the bore size?

Outside diameter, yes. The 3/8 inch measurement is the outer diameter of the tube, not the inner bore. That's standard for how hydraulic tubing gets sized, so keep that in mind when you're matching it up to fittings or planning your line routing.
