does this valve come with the coil or housing, or do i need to track those down separate?

The cartridge itself is what you get here. No coil and no housing are included. You'll need a J Series 20 Watt coil and a separate housing with a C-10-4 cavity size, both sold separately. Worth making sure you've got those lined up before installation since the cartridge won't function without them.

got a tandem center setup here, when neither coil is powered what’s this valve doing with the ports?

In the de-energized position on the tandem center version, it lets flow go from port 3 to port 1 and it blocks ports 2 and 4. When you energize solenoid 1, it routes 3 to 2 and 4 to 1. When you energize solenoid 2, it routes 3 to 4 and 2 to 1.
