trying to hold a load with low leakage, is this the kind of valve for that or is it more of a dump valve deal

For low leakage load holding, the SV13-10-C is a good fit since it is a poppet style, normally closed, pilot operated 2-way valve with internal leakage listed at 5 drops per minute max at 5000 PSI. It also gets used as a general purpose diverter or dump valve, so it can cover either role depending on how you plumb ports 1 and 2 in your circuit.
