this hose rated for air and water both, or just air?

Both are listed applications. The hose handles air transfer and water transfer, and it's also built for use with pneumatic tools on production lines. Where it draws a hard line is petroleum products. Gasoline, oils, and greases will break down the SBR tube and cover over time, so keep it away from anything petroleum-based and it'll hold up fine for the intended uses.

got a 1-1/2 inch air line setup already. is this hose actually 1.50 ID and what’s the outside measure?

The inside diameter is 1.50 inches and the outside diameter is 2.13 inches (2.126 inch OD listed). That matches a 1-1/2 inch ID air hose size, with a fairly stout outside dimension.
