what's the PP insert on this clamp actually doing for me, is it just plastic or does it serve a real purpose?

Polypropylene does a couple of useful things in this application. It keeps the tubing from making direct metal-to-metal contact with the clamp body, which cuts down on wear and galvanic corrosion over time. It also gives you a bit of vibration isolation, so if your lines are seeing any system pulsation, that insert helps absorb some of it rather than letting the clamp act as a hard transfer point. For a 63.5 mm line, that kind of buffering adds up over long run times.

What size tube is this clamp meant for? Just wanna make sure it'll fit what I got.

This Stauff clamp is designed for tubes with a 63.5 mm outer diameter, which is about 2.5 inches.
