trying to replace a 45 elbow on a -05 hose, is this one the 1/2-20 SAE male inverted flare?

It’s a 45 degree elbow reusable fitting for -05 hose with a 1/2-20 SAE male inverted flare on the male end. The male threads are 1/2-20 and it’s meant to connect to an inverted line hose or tube.

fitting says it works on -05 hose, but does it need any kind of mandrel or special tool to get it seated right?

No mandrel required for this one. That's actually one of the advantages of a reusable fitting like this. You assemble it by hand with standard tools, and there's no need for a press or mandrel setup. Thread sealant isn't required either, which keeps the installation process pretty straightforward.
