i’ve got -08 hose on the truck, will this elbow fit that and what’s the thread on the male end?

For hose fit, it’s made for -08 hose and uses a reusable 1 wire braid reduced bore style. On the male side, the thread is -08 (3/4-18) SAE male inverted flare.

fitting says no mandrel required, is that actually the case or do i need any special tools to get it on the hose?

No mandrel needed for this one. The reusable design lets you assemble it without that extra step, which cuts down on setup time and means you're not hunting for specialty tooling just to get it on the line. Standard hand tools for the hex are all you're working with.
