does this adapter need any thread sealant or tape when you put it on, or is it good to go as-is?

No sealant or tape required on this one. The NPTF threading on the 3/8 end is designed to seal mechanically without any compound, and the 3/4-20 USF swivel end connects the same way. Just make sure both mating threads are clean and in good shape before you torque it down.

trying to swap out an old union on an air brake line, is this the one that goes 3/8-18 NPT on one side and 3/4-20 USF swivel on the other?

For a straight male to male adapter with those threads, it matches. One end is 3/8-18 male NPTF and the other end is 3/4-20 USF male with a swivel, with end sizes called out as 0.375 inch and 0.75 inch.
