fitting says 9/16-18 JIC swivel on one end and -06 hose on the other, just want to make sure that lines up with a standard 3/8 bore before I order a handful of these

The reduced bore on this fitting measures 0.375 inches, so yes, that checks out as a 3/8 inch bore. The hose end is sized for -06 hose, and the swivel end runs a 9/16-18 thread with a 37 degree flare seat. If your JIC port matches that thread and your hose is -06, you are in good shape.

fitting says "reduced bore", does that mean flow's gonna be restricted compared to a standard -06 fitting?

Reduced bore fittings do carry a smaller internal flow path than a full bore version of the same hose size. For most hydraulic line applications running -06 hose, the difference is minimal and won't cause problems in typical circuits. Where it matters more is in high-flow or return line setups where pressure drop across fittings adds up. If your system is working within normal operating parameters for a -06 line, this fitting handles the job just fine.
