need to confirm the hose size for this fitting. hooking up a new line and want to make sure the hose end fits a 1/4 inch

It matches a -04 hose and uses a 7/16-20 female JIC 37 degree flare swivel on the end, so it’s meant to mate up to a JIC 37 degree male flare of the same thread size.

does this fitting work without a mandrel or do i need special tooling to put it on?
