does this coil spring fit over a 1.66 inch hose or is that the size it fits inside of?

The 1.66 inch measurement is the inner diameter of the spring itself, so it wraps around the outside of your hose. For a snug fit, your hose's outer diameter should match up close to that 1.66 inch figure. If the coil feels tight going on, you can unwind it slightly to open up the ID a bit, which makes sliding it into place a whole lot easier.

got a hose that measures right around 1.66 on the outside. is this spring supposed to be a tight fit or do i need to size up

For this style of hose guard, a snug fit is the goal. The spring has a 1.66 inch inner diameter and it is meant to sit tight around the hose outside diameter so it can protect the hose cover and reinforcement from abrasion and accidental damage.
