does this spring fit over a 2.37 inch hose or is that the outside measurement

The 2.37 inch figure is the inner diameter, so that's the opening the hose slides into. Keep in mind that for installation you may need to unwind the coil a bit to open it up enough to get it seated around the hose. Once it's on, it'll fit snug.
