what exactly is this adapter doing in the line, is it stepping down from a bigger pipe thread to a smaller one?

That's it. The male end threads into a 1-1/2 inch NPT port, and the female end accepts a 3/4 inch NPT fitting. So you're reducing from the larger connection down to the smaller one. It's a bushing-style adapter, meaning it's a compact, single-piece reducer rather than a hex nipple with two male ends. got a 1-1/2 npt port but my line is 3/4 npt. is this the right bushing to step it down

Function-wise, yes. It is a reducer bushing that goes from 1-1/2-11-1/2 male NPT on the outside to 3/4-14 female NPT on the inside.
