does this adapter go from a smaller male pipe thread up to a bigger female end, or is it the other way around?

The male end is 1/2-14 NPT and the female end is 3/4-14 NPT, so yes, you're stepping up in size. The smaller threaded male side connects into your existing port, and the larger female opening accepts the bigger fitting or line coming in. Straight configuration, no angle to it.

got a line with 1/2-14 male NPT on it, i need to step up to 3/4-14 female NPT. is that what this adapter does?

Converts between those two pipe thread sizes in a straight adapter: 1/2-14 male NPT on one end and 3/4-14 female NPT on the other.
