got a 3/8 male NPT line coming off a pump and need to step it down to a 1/4 female port on a valve block, this elbow gonna work for that?

That's exactly what this fitting handles. The male end is 3/8-18 NPT and the female end is 1/4-18 NPT, so you're stepping down the thread size while also making a 90-degree turn. Both ends are NPTF, which gives you a dry-seal connection without relying solely on tape or compound to stop leaks.
