got a half inch tube line that needs capping off on an ORS port, this the right size for that?

The thread on this cap is 13/16-16 O-ring face seal, which is the ORFS standard. That's a flat-face port connection with the seal made by an O-ring sitting against a flat machined surface, not an O-ring seated in an angled boss like ORB fittings use. If your port has a flat face and uses that thread size, this cap will match up correctly.
