got a hose end that’s 1-5/16-12 JIC, will this adapter screw right onto it and still give me an o-ring boss on the other side?

You are looking at a straight steel adapter with 1-5/16-12 male JIC 37 degree flare on one end and 1-5/16-12 male SAE O-Ring Boss (straight thread O-ring) on the other. Both ends are male, so it will mate to female ports or hose ends with the matching thread and seat style.

got a -16 SAE O-ring boss port on a hydraulic valve and need to run a JIC line off it, this the right adapter for that?

That's what this one does. One end is a 1-5/16-12 male SAE O-ring boss, the other is a 1-5/16-12 male JIC 37 degree flare, and it runs straight through with no angle. Both ends are the same dash-16 size, so you're not stepping up or down. It's built for hydraulic systems and comes from Eaton Aeroquip's 202702 series, which is a well-established line for this kind of port-to-line transition work.
