got a hose end that’s 7/8-14 JIC, and the port on the block is 7/8-14 ORB. is this the elbow that ties those together?

For that mix of ends, yes. One side is a 7/8-14 male SAE O-Ring Boss (straight thread O-ring) and the other side is a 7/8-14 male JIC 37 degree flare, built as a 90 degree elbow.

trying to swap out an old elbow, is this the one that goes from 7/8-14 male ORB over to 7/8-14 male JIC and turns 90

Matches that setup. It is an Eaton Aeroquip 2062 Series 90 degree elbow adapter with a 7/8-14 male SAE O-Ring Boss (straight thread O-ring) on one end and a 7/8-14 male JIC 37 degree flare on the other.

Got a manifold block with a 7/8-14 ORB port and need to run a JIC line off it at a right angle. this the right fitting for that?

That's what this adapter is built for. One end threads into a 7/8-14 SAE O-Ring Boss port, and the other end connects to a 7/8-14 Male JIC 37-degree flare line. The 90-degree elbow gives you that right-angle routing without needing extra fittings in between. It's part of the Eaton Aeroquip 2062 Series, so the fit and finish are consistent with what you'd expect from that line.
