got a 1-5/16-12 ORB port on a hydraulic block and need to run JIC line to it, this the right adapter for that?

That's what this one's built for. The male end threads into a 1-5/16-12 SAE O-Ring Boss port, and the female JIC swivel on the other end accepts a 1-5/16-12 JIC 37-degree flare fitting. The swivel lets you rotate the JIC connection during assembly so you're not fighting the line to get it lined up. Straight configuration, so no offset to account for.
