got a tee with 3/8-18 npt on the branch and 9/16-18 jic on the run, is that what this one is?

For SKU 2030-6-6S, the branch connection is 3/8-18 male NPT and the run connections are 9/16-18 male JIC with a 37 degree flare. It is an Eaton Aeroquip 2030 Series tee adapter in zinc plated steel.

what's the thread setup on this tee exactly -- is the branch a pipe thread and the run a flare, or the other way around?

The branch port is 3/8-18 male NPT and the run port is 9/16-18 male JIC 37 degree flare. So yes, you've got two different thread types on the same fitting. That kind of mixed configuration is pretty common when you're tying a pipe-threaded line into a JIC flare circuit without adding extra adapters in between.
