got a fitting with 1-11-1/2 male pipe threads on one side and a 1-5/8-12 male JIC on the other, is that what this adapter is?

You’re describing the same thread setup as this part. It is a straight steel adapter with a 1-11-1/2 male NPTF end and a 1-5/8-12 male SAE 37 degree (JIC) flare end.

got a 1 NPT pipe thread on my manifold block and need to hook up a JIC 37 degree flare line, this adapter cover that transition straight through?

That's exactly what this fitting handles. One end is 1-11/2 male NPT for the pipe side, and the other is 1-5/8-12 male JIC 37 degree flare for the hydraulic line connection.
